Childcare Subsidy Singapore
The Early Childhood Development Agency (ECDA) provides childcare subsidies to support families with children who are Singapore Citizens enrolled in licensed childcare centres. These subsidies help reduce monthly fees significantly, making quality childhood education more accessible to families across different household incomes.
Basic Subsidy
All Singapore Citizen children enrolled in an ECDA-licensed infant or childcare centre are eligible for a Basic Subsidy:
Full-Day Childcare Programmes (18 months to 6 years, with working mother): $300 per month
Full-Day Infant Care Programmes (2 to 18 months, with working mother): $600 per month
Additional Subsidy
Your child will be eligible for Additional Subsidy if:
The main applicant (mother or single father) is working at the point of the subsidy application
Your family’s gross monthly household income is $12,000 and below, or
Your per capita income is $3,000 and below for households with 5 or more family members who are related by blood, marriage, and/or legal adoption, and who share the same registered residential address

Commonly Asked Questions About Childcare Subsidies
How are preschool subsidies applied?
ECDA pays the childcare subsidies directly to the preschool, not to parents. This means you only need to pay the remaining fees after the subsidies are deducted. To receive subsidies for a particular month, your child must attend preschool for at least one day in that month.
How do I apply for childcare subsidies?
The preschool will assist you with the subsidy application at the point of your child’s enrolment. You can apply for preschool subsidy only after confirming a place for your child. The subsidy application is completed through the LifeSG platform, and both parents must complete the form within 14 calendar days of being notified to complete the form.
What is the difference between household income and per capita income?
Household income (HHI) is the combined average gross monthly income of both parents, whilst per capita income (PCI) is the total average gross monthly household income of all family members divided by the number of family members in the household. PCI computation is applicable for households with at least 5 family members who share the same registered residential address.
What is the minimum co-payment amount?
The minimum co-payment is the minimum amount of preschool fees you must pay, even if your eligible subsidy exceeds the programme fee. This amount increases progressively as your household or per capita income rises. For example, if you are eligible for a total subsidy of $767 for a full-day childcare programme with fees of $740, you will still need to pay the $3 minimum co-payment applicable to your income tier.
Can I apply for additional financial assistance if I’m facing difficulties?
Yes. If you are a lower-income family experiencing difficult circumstances and require further assistance after receiving Basic and Additional Subsidies, you may apply for Child Care Financial Assistance (CCFA) and/or Start-Up Grant (SUG). These schemes provide additional support to families with a gross monthly household income of $3,500 or less (or per capita income of $875 or less), among other eligibility requirements.
Are subsidies available for half-day programmes?
Yes, subsidies are available for half-day programmes, though the subsidy amounts differ from full-day programmes. The specific subsidy amount will depend on your household income, employment status, and the type of programme your child is enrolled in. You may reach out to us for more information.
Are there special provisions for non-working applicants?
According to ECDA, main subsidy applicants may request time-limited higher preschool subsidy support under Special Approval (SA) if they are not working for any of the following reasons:
Looking for a job
Studying, training, or on a course for at least 56 hours per month
Pregnant
Medically unfit for work due to hospitalisation, long-term illness, and/or permanent disability
Taking care of a special needs child (includes enrolled child)
Taking care of a sick family member who requires a full-time caregiver
Caring full-time for a younger child aged 24 months and below who is not enrolled in a preschool
Incarcerated
